Prices of essentials for rations, poor go up

The price of rations for various state forces and government employees has recently been increased but it is less than the poor and open market sale (OMS). 
The government has fixed the new price of rice and wheat for the ration of 10 government institutions. So far the government was selling ration rice at 1 taka 50 paisa and wheat at 1 taka 20 paisa per kg and it was fixed. From July 1, the price of rice will be 11 taka 20 paisa and wheat 9 taka 20 paisa per kg. 
However, the price of government rice for poor families is Tk 15 and the price of OMS rice is Tk 30 per kg. According to that, the rice allocated to poor families is 34 per cent and the price of OMS rice is 168 per cent higher. Bangladesh inflation rates is almost 10 percent in the last 18 months.
On June 24, the Finance Division issued a circular titled 'Re-fixation of sale price of rice and wheat in relation to distribution of ration material at affordable prices to the manpower of 10 authorised institutions'. The selling price of rice and wheat to the ration workers of 10 institutions will be 20 percent of the fixed economic value of rice and wheat for the next financial year 2024-25. The department said, "The economic value of rice and wheat will be communicated to the concerned institutions at the beginning of every financial year by the finance department."
The price of rice and wheat for the next fiscal year has been fixed at Tk 56 for rice and Tk 46 for wheat.
A family of four members of the army or government employees gets more than 60 kg of rice and wheat together. Apart from this, they get edible oil, sugar and lentils. Some establishments sell tea in rations.
According to the Finance Division  circular, the ration rice and wheat will be sold to the workforce of 10 authorised institutions. These are referred to as 'institutions authorized as a matter of special urgency'.  The institutions are Special Security Force (SSF), Directorate of National Security Intelligence (NSI), Department of Armed Forces (Army, Navy and Air Force), Bangladesh Police, Border Guard Bangladesh (BGB), Directorate of Ansar and Village Defense, Anti Corruption Commission (ACC). , Directorate of Prisons, Private Defence, Directorate of Fire Fighting and Directorate of Narcotics Control.
It has been mentioned in the circular that the new rates of rice and wheat will be effective from July 1.
Responsible officials of the finance department said that a loan program of 4.7 billion US dollars is underway with the International Monetary Fund (IMF). There are suggestions from the IMF to reduce subsidies. The government has taken the initiative to increase the price and reduce the subsidy on electricity, gas and fertiliser. Also, there is an attempt to make a statistic of how many people are getting ration in any organisation and reduce government subsidy from there.
An official of the Finance  Division   who did not want to be named, said that the total workforce of 10 organisations is more than 1 million. However, the calculation of how much money will be saved in the new decision has not been done yet.
Finance Division  sources said that among the 10 authorized institutions, the largest number of manpower is under the Directorate of Ansar and Village Defense. According to the data of January 2024, there are more than 517,000 members of Ansar and Village Defense Forces in the country. According to Global Firepower 2023 data, the country has 1 lakh 75 thousand members in the army, 30 thousand in the navy and 21 thousand in the air force.
And apart from this, there are more than two lakh policemen. According to the calculation of 2023, BGB members are 34 thousand 530 people. Apart from this, there are about 11,000 personnel in the Directorate of Private Defense and Fire Fighting, more than 2,000 in the Anti-Corruption Commission (ACC) and more than 1,000 in the Directorate of Narcotics Control. The number of members of SSF, NSI and Jail Directorate is not known.
On the other hand, it has been said from the Ministry of Food, considering the economic situation, rice is being given to 35 lakh families at just  Tk15 per kg. 1 crore families are getting the opportunity to buy rice, pulses, oil, sugar for Tk 30  with ration cards.
In response to the question of how Dr AB Mirza Azizul Islam   sees the decision of the finance division to redetermine the price of ration rice and wheat, the former advisor  told The Mirror Asia that the only reason why 10 government institutions including the Army did not increase the prices of rice and wheat is the rampant inflation in the country. Prices of rice and wheat have been reduced due to fears of rising inflation.
He also said that the ration prices of these forces should not be used politically. The price of rice for the poor village families and OMS rice should really be reduced further as every family is becoming destitute due to high inflation. Attention should be paid to the quality of rice provided by the village. A generation is growing up eating  these subsidised rice everyday.
There is an allocation of more than Tk7,000 crore  for food subsidy in the budget of the next financial year 2024-25. Out of this, the ration subsidy is estimated to be over Tk 1,500 crore.
